Global Assessment Report (GAR) 2025: Resilience pays: financing and investing for our future

The UNDRR Global Assessment Report 2025 (GAR2025) warns that disasters are becoming more frequent, interconnected, and expensive due to climate change, rapid urbanization, and unsustainable development, with total global losses now estimated at over $2.3 trillion annually when indirect impacts are included. The report highlights three dangerous reinforcing cycles—increasing debt, shrinking insurance access, and growing dependence on humanitarian relief—that trap vulnerable countries and communities. However, GAR2025 emphasizes that investing in disaster risk reduction is highly cost-effective, offering strong economic returns and protecting long-term development, and stresses the need for resilient infrastructure, early warning systems, inclusive social protection, and stronger financing systems to break these risk cycles and build a safer and more resilient future.
