It highlights that in Madhesh and Lumbini, vulnerability is not only driven by environmental risks but also by deep-rooted social inequalities. The study emphasizes that effective resilience-building must address these structural barriers by ensuring inclusive disaster preparedness, fair access to resources, and gender-sensitive, culturally appropriate interventions so that no one is excluded.
