This report presents a comprehensive analysis of global risk perceptions and the effectiveness of multilateral institutions in addressing these challenges, based on data collected in 2024. Drawing on survey responses from over 1,100 stakeholders across 136 countries—including representatives from governments, the private sector, academia, and civil society—the report offers a global snapshot of how 28 key risks are viewed across five domains: societal, technological, economic, environmental, and political.

Key findings reveal that stakeholders widely acknowledge the interconnected nature of global risks. However, this understanding is not adequately reflected in the current structure and operations of international institutions, which tend to address risks in isolation. This siloed approach undermines the global community’s ability to respond effectively to complex, overlapping threats.

The report emphasizes the urgent need to upgrade our collective capacity to assess, prepare for, and respond to global risks. It calls for a transformation of multilateral institutions to become more inclusive, better networked, and more agile. Such reforms would enable these bodies to anticipate emerging challenges, adapt to evolving conditions, and deliver coordinated, impactful responses.

In conclusion, the report advocates for a reimagined global governance framework—one that aligns with the realities of interconnected risks and fosters resilience through collaboration, innovation, and inclusivity.
