Annotation :::: The author is vice president of Yunnan Provincial Women’s Federation, and the paper provides a gender analysis of human resources development in rural areas of Yunnan province. It discusses the present situation of rural women’s human resources and puts forward methods for taking advantage of such human resources. As more men have gone out of villages for employment, the women left behind have become important human resources in rural production. Using documental study, the paper finds that at present, the development of women’s human resources is lacking. Effective methods of developing and utilizing women’s human resources include safeguarding the legal rights and interests of rural women, and enhancing their participation in administration and discussion of village public affairs.
