Changes in climate, associated hazards, local adaptations in agriculture, and socioeconomic factors affecting adaptation were investigated using data from a large survey of 2310 households (HHs) in the Koshi River Basin (KRB), Nepal
. More than 80% of HHs had perceived changes in climate in the 10 years preceding the survey, and 20–40% had perceived increases in the occurrence of droughts, dry spells, floods, and livestock diseases. Around 36–45% of crop-growing HHs perceived a decline in the production of staple crops such as paddy, wheat, maize, and millets, which was mainly attributed to climate change and related hazards. The decline in local food production meant that HH dependence on external sources for food had increased. Only 32% of HHs had taken some form of adaptive actions in agriculture to address these challenges; actions included not planting certain crops, introducing new crops, changing farming practices, not rearing certain livestock species, and investing in irrigation. The factors affecting the likelihood of a household undertaking adaptive actions included literacy of the head of household, household size, size of owned agricultural land, diversification of income sources, and insurance. Based on these findings, the study has suggested some approaches in the KRB which could contribute to building agricultural resilience to climate change

This paper looks at the impact of the traditional and emerging institutional environment on the practice of migratory pastoralism in the Kailash Sacred Landscape (KSL), a transborder region in the western Himalayas around the tri-juncture between China, India, and Nepal, where migratory pastoralists have been an important part of the traditional political economy
. It develops a conceptual perspective of migratory pastoralism and its associated social?ecological base using concepts drawn from common pool resource theories. The customary patterns of migratory pastoralism are described, as are the intra and extra-regional factors that have led to its decline. Understanding the transformation in recent decades of the variables linked to the social?ecological systems of the KSL, such as the sociocultural attributes of the landscape?s communities, the rules of resource management, and the biophysical attributes of the natural resource base, is key to understanding the decline of migratory pastoralism in the landscape. Recent geopolitics, national development trajectories, changing natural resource governance schemes, community adaptation strategies, and changing cultural perceptions all come together to shape the present day vulnerability of migratory pastoralism in this landscape

This study is an attempt to use group information collected on climate change from farmers in eastern Uttar Pradesh, India to address a key question related to climate change policy: How to encourage farmers to adapt to climate change? First, we investigate farmers’ perception of and adaptation to climate change using content analysis and group information
. The findings are then compared with climatic and agriculture information collected through secondary sources. Results suggest that though farmers are aware of long-term changes in climatic factors (temperature and rainfall, for example), they are unable to identify these changes as climate change. Farmers are also aware of risks generated by climate variability and extreme climatic events. However, farmers are not taking concrete steps in dealing with perceived climatic changes, although we find out that farmers are changing their agricultural and farming practices. These included changing sowing and harvesting timing, cultivation of crops of short duration varieties, inter-cropping, changing cropping pattern, investment in irrigation, and agroforestry. Note that these changes may be considered as passive response or adaptation strategies to climate change. Perhaps farmers are implicitly taking initiatives to adapt climate change. Finally, the paper suggests some policy interventions to scale up adaptation to climate change in Indian agriculture

This study attempts to understand local people’s perceptions of climate change, its impacts on agriculture and household food security, and local adaptation strategies in the Hindu-Kush Himalayan (HKH) region, using data from 8083 households (HHs) from four river sub-basins (SBs), i
.e. Upper Indus (Pakistan), Eastern Brahmaputra (India), Koshi (Nepal) and Salween and Mekong (China). The majority of households in SBs, in recent years, have perceived that there have been more frequent incidences of floods, landslides, droughts, livestock diseases and crop pests, and have attributed these to climate change. These changes have led to low agricultural production and income, particularly in Eastern Brahmaputra (EB) where a substantial proportion of HHs reported a decline in the production of almost all staple and cash crops, resulting in very low farm income. Consequently, households’ dependency on external food items supplied from plain areas has increased, particularly in the Upper Indus (UI) and EB. After hazards, households face transitory food insecurity owing to damage to their local food systems and livelihood sources, and constrained food supply from other areas. To cope with these, HHs in SBs make changes in their farming practices and livestock management. In EB, 11 % of HHs took on new off-farm activities within the SB and in SM, 23 % of HHs chose out-migration as an adaptation strategy. One of the main manifestations of climate change will be increased rainfall variability
. How to deal with this in agriculture will be a major societal challenge. In this paper we explore flexibility in land use, through deliberate seasonal adjustments in cropped area, as a specific strategy for coping with rainfall variability. Such adjustments are not incorporated in hydro-meteorological crop models commonly used for food security analyses. Our paper contributes to the literature by making a comprehensive model assessment of inter-annual variability in crop production, including both variations in crop yield and cropped area. The Ganges basin is used as a case study. First, we assessed the contribution of cropped area variability to overall variability in rice and wheat production by applying hierarchical partitioning on time-series of agricultural statistics. We then introduced cropped area as an endogenous decision variable in a hydro-economic optimization model (WaterWise), coupled to a hydrology-vegetation model (LPJmL), and analyzed to what extent its performance in the estimation of inter-annual variability in crop production improved. From the statistics, we found that in the period 1999–2009 seasonal adjustment in cropped area can explain almost 50% of variability in wheat production and 40% of variability in rice production in the Indian part of the Ganges basin. Our improved model was well capable of mimicking existing variability at different spatial aggregation levels, especially for wheat. The value of flexibility, i.e. the foregone costs of choosing not to crop in years when water is scarce, was quantified at 4% of gross margin of wheat in the Indian part of the Ganges basin and as high as 34% of gross margin of wheat in the drought-prone state of Rajasthan. How individuals perceive climate change is linked to whether individuals support climate policies and whether they alter their own climate-related behaviors, yet climate perceptions may be influenced by many factors beyond local shifts in weather
. Infrastructure designed to control or regulate natural resources may serve as an important lens through which people experience climate, and thus may influence perceptions. Likewise, perceptions may be influenced by personal beliefs about climate change and whether it is human-induced. Here we examine farmer perceptions of historical climate change, how perceptions are related to observed trends in regional climate, how perceptions are related to the presence of irrigation infrastructure, and how perceptions are related to beliefs and concerns about climate change. We focus on the regions of Marlborough and Hawke’s Bay in New Zealand, where irrigation is utilized on the majority of cropland. Data are obtained through analysis of historical climate records from local weather stations, interviews (n = 20), and a farmer survey (n = 490). Across both regions, no significant historical trends in annual precipitation and summer temperatures since 1980 are observed, but winter warming trends are significant at around 0.2–0.3 °C per decade. A large fraction of farmers perceived increases in annual rainfall despite instrumental records indicating no significant trends, a finding that may be related to greater perceived water availability associated with irrigation growth. A greater fraction of farmers perceived rainfall increases in Marlborough, where irrigation growth has been most substantial. We find those classes of farmers more likely to have irrigation were also significantly more likely to perceive an increase in annual rainfall. Furthermore, we demonstrate that perceptions of changing climate – regardless of their accuracy – are correlated with increased belief in climate change and an increased concern for future climate impacts. Those farmers that believe climate change is occurring and is human induced are more likely to perceive temperature increases than farmers who believe climate change is not occurring and is not human induced. These results suggest that perceptions are influenced by a variety of personal and environmental factors, including infrastructure, which may in turn alter decisions about climate adaptation

Summary Ownership of assets is important for poverty reduction, and women’s control of assets is associated with positive development outcomes at the household and individual levels
. This research was undertaken to provide guidance for agricultural development programs on how to incorporate gender and assets in the design, implementation, and evaluation of interventions. This paper synthesizes the findings of eight mixed-method evaluations of the impacts of agricultural development projects on individual and household assets in seven countries in Africa and South Asia. The results show that assets both affect and are affected by projects, indicating that it is both feasible and important to consider assets in the design, implementation, and evaluation of projects. All projects were associated with increases in asset levels and other benefits at the household level; however, only four projects documented significant, positive impacts on women’s ownership or control of some types of assets relative to a control group, and of those only one project provided evidence of a reduction in the gender asset gap. The quantitative and qualitative findings suggest ways that greater attention to gender and assets by researchers and development implementers could improve outcomes for women in future projects
