Non-timber Forest Products (NTFPs), an important provisioning ecosystem services, are recognized for their contribution in rural livelihoods and forest conservation
. Effective management through sustainable harvesting and market driven commercialization are two contrasting aspects that are bringing challenges in development of NTFPs sector. Identifying potential species having market value, conducting value chain analyses, and sustainable management of NTFPs need analysis of their use patterns by communities and trends at a regional scale. We analyzed use patterns, trends, and challenges in traditional use and management of NTFPs in the southern slope of Kangchenjunga Landscape, Eastern Himalaya and discussed potential implications for conservation and livelihoods. A total of 739 species of NTFPs used by the local people of Kangchenjunga Landscape were reported in the reviewed literature. Of these, the highest number of NTFPs was documented from India (377 species), followed by Nepal (363) and Bhutan (245). Though the reported species were used for 24 different purposes, medicinal and edible plants were the most frequently used NTFP categories in the landscape. Medicinal plants were used in 27 major ailment categories, with the highest number of species being used for gastro-intestinal disorders. Though the Kangchenjunga Landscape harbors many potential NTFPs, trade of NTFPs was found to be nominal indicating lack of commercialization due to limited market information. We found that the unsustainable harvesting and lack of marketing were the major constraints for sustainable management of NTFPs sector in the landscape despite of promising policy provisions. We suggest sustainable harvesting practices, value addition at local level, and marketing for promotion of NTFPs in the Kangchenjunga Landscape for income generation and livelihood improvement that subsequently contributes to conservation

Rural people in Nepal and other developing nations are part of complex, social-ecological systems
. Efforts to provide assistance to these people must integrate knowledge from a variety of perspectives. This report documents the use of a role-playing game, supported by an agent-based model, to demonstrate the interaction between migration, social capital and the effectiveness of water storage. The importance of these interactions was highlighted by fieldwork conducted at several sites in the Koshi River Basin. The model underlying the game was a stylized representation based on the Indrawati Subbasin northeast of Kathmandu, Nepal. The report highlights that (a) role-playing tournaments can be an effective way to engage technical and policy experts with the complex interactions between the social and physical dimensions of watershed management; and (b) migration and the economic changes which drive these interactions are forces that need to be accepted, and investments in water storage need to be selected depending on how they fit into these trends

This article discusses how new contributions from hydrogeological science in the 20th and 21st centuries have allowed for a better understanding of the processes that affect the maintenance of river flows
. Moreover, the way in which this knowledge has been conveyed beyond academia and has been gradually incorporated into public policy for natural resource management is also discussed. This article explains the development of several approaches used to understand the relationships among the management of aquifers, vegetation and river flows, including water balance, aquifer recharge, the piston effect, seasonal effects, and safe and sustainable yields. Additionally, the current challenges regarding the modeling of hydrological processes that integrate groundwater and surface waters are discussed. Examples of studies applied in Brazil that demonstrate these processes and stimulate thought regarding water management strategies are presented. In light of the case studies, it is possible to propose different strategies, each adapted for specific hydrogeological context to maximize aquifer recharge or base flow maintenance. Based on these strategies, the role of infiltration ponds and other artificial recharge techniques is re-evaluated in the context of the mitigation of environmental impacts on the maintenance of river flows. Proposals for the improvement of public policies regarding the payment of related environmental services to stimulate investment in aquifer recharge and the maintenance of base flow, for which the goal is to attain win win-win situations for the environment, farmers and water users, while preventing land speculation, are discussed. South Asian countries face mounting challenges in meeting the growing demand for food, water, and energy for a rapidly growing population
. Countries have provided policy support to increase cereal production, including providing incentives by subsidizing water and energy and guaranteeing rice and wheat prices. While such incentives have increased cereal production, they have also increased the demand for water and energy, led to degradation of the resource base, and contributed to an increase in water-related disease. Despite the inherent interconnections between food, water, and energy production, agencies often work in a fragmented and isolated way. Poor sectoral coordination and institutional fragmentation have triggered an unsustainable use of resources and threatened the long-term sustainability of food, water, and energy security in the region, and also posed challenges to achieving the Sustainable Development Goals (SDGs). Free water and subsidized electricity have not only encouraged overexploitation of resources, they have also led to under-investment in water and energy-saving technologies and approaches and hindered crop diversification and broad-based agricultural growth in line with the comparative advantages. Greater policy coherence among the three sectors is critical for decoupling increased food production from water and energy intensity and moving to a sustainable and efficient use of resources. The nexus approach can enhance understanding of the interconnectedness of the sectors and strengthen coordination among them. But it requires a major shift in the decision-making process towards taking a holistic view and developing institutional mechanisms to coordinate the actions of diverse actors and strengthen complementarities and synergies among the three sectors. Groundwater forms the basis for millions of rural and urban livelihoods around the world
. Building on insights from the theory of access, in this article we present how groundwater development has brought much well-fare in many parts of the world; and how resulting intensive groundwater use is leading to ill-fare through aquifer overexploitation and processes of water accumulation and dispossession. We show the difficulty of state regulation and the modest achievements of other governance approaches that aim to solve existing groundwater problems. To study these processes we propose a framework of analysis that is based on the study of hydrosocial-networks, the political economy of groundwater and the domains and discourses that define groundwater access. Such analysis highlights the challenges of devising policies and modes of governance that contribute to social and environmental sustainability in intensively used aquifers. These we argue should build on an analysis of equity that scrutinizes the discourses, actors, powers and procedures that define groundwater access. By inciting debates on equity a first and fundamental step can be made toward advancing more inclusive groundwater governance that crucially engages the marginalized and addresses their groundwater problems, concerns and needs

A five-day international symposium on ‘Transforming Mountain Forestry’ was held in Dehradun, India from 18 to 22 January 2015 to explore options for sustainable forest management practices and policies that address the changing conditions in the Hindu Kush Himalayas (HKH)
. The symposium was jointly organized by India’s Ministry of Environment, Forest and Climate Change (MOEFCC); the Forest Research Institute (FRI); and the International Centre for Integrated Mountain Development (ICIMOD). Over 250 regional and global experts, including law makers, scientists, practitioners, donors, civil servants, the media, market actors, legal experts, and representatives of civil society and the business community, attended the symposium, which sought to address the challenges of conservation and inclusive development while identifying transboundary opportunities to meet climatic challenges.
Forests cover about 25% of the HKH and interface with numerous ecosystems, providing an invaluable range of ecosystem services. The goods and services from forests sustain mountain agriculture, which is an integral part of ensuring food, water, and energy security in the context of the transboundary socio-economic, environmental, and cultural linkages of the region. The health and vitality of many forest ecosystems have been affected by climatic and land use changes; it is possible that the impact of the latter may outweigh that of the former.
To sustain forest ecosystem services in the context of climate change and other contemporary issues, the symposium sought to move towards a third-generation forest management paradigm, state controlled and participatory paradigms being the first two approaches to forest management in the region. The symposium recognized the role of mountain forests as carbon pools and recommended that regional member countries in the HKH develop policies that promote people-centric sustainable management practices backed by relevant research to ensure that forests continue to play this role in neutralizing the impacts of global warming. The need to link science with policy and practice was stressed and innovative ways to exchange knowledge to bridge information gaps were suggested, including the creation of horizontal and vertical links among stakeholders. Specific recommendations were made by the participants on the five symposium themes for consideration by the governments of the countries in the region.
This document also gives some details on discussion held during various plenary, parallel, and brainstorming sessions held during the symposium. It starts with the overall introduction of the symposium, the need for the symposium, and various themes and sub-themes discussed during the symposium. Shifting cultivation is a dominant form of farming in the eastern Himalayas, practised by a diverse group of indigenous people from the most marginalized social and economic groups
. The survival of these indigenous people and the survival of their forests are inextricably linked. However, policy makers and natural resource managers perceive shifting cultivation to be wasteful, destructive to forests, and unsustainable. Although policies have tried to ban it or ‘wean’ shifting cultivators away from the practice by incentivizing them to take up alternative options, shifting cultivation persists. As a result, neither the livelihood issues of the shifting cultivators nor the health of the forest ecosystems on which shifting cultivation depends are properly protected. Shifting cultivators and policy makers must seek common ground to improve shifting cultivation for farmers and forests. A joint solution is also required to address climate change as good forest cover plays a prominent role in the sequestration of greenhouse gases such as carbon dioxide. This publication is the result of research undertaken in Bangladesh, Bhutan, and Nepal on the promotion of innovative policy and development options for improving shifting cultivation in the eastern Himalayas. It is divided into two parts: Part 1 presents the findings of the study on the effect of government policies on customary tenure and institutions and alternative options. Part 2 presents a discussion of the findings of the three countries as well as some general and country-wise recommendations. There is an international divide between net emissions importers and net emissions exporters, with industrialised nations mainly falling into the former and emerging economies the latter
. Integrating emissions transfers into climate policy, so as not to disadvantage export-intensive countries, has been suggested to increase participation in international emissions reduction commitments. Consumption-based scenarios are presented for the UK identifying the geographic and sectorial source of emissions to meet future consumer demands given the current international climate policy landscape. The analysis is applied to the UK yet the discussion is applicable to international climate policy; assigning national responsibility for global emissions reductions; and extending the mitigation potential for net importing countries. Two trajectories for UK consumption emissions are calculated in which (1) international reduction targets are consistent with those pledged today equating to four degrees of temperature rise and (2) international reduction targets achieve a two degree future. By 2050 it is estimated that UK consumption emissions are 40–260% greater than UK territorial emissions depending on the strength of global reduction measures, and assuming the UK meets its 80% reduction in 1990 emissions by 2050 target. Cumulative emissions are presented alongside emissions trajectories, recognising that temperature rise is directly related to every tonne of carbon emitted. Whilst this paper argues that the current UK emissions targets underestimate the UK's contribution to global mitigation for two degrees, it shows how expanding the focus of policy towards consumption introduces new opportunities for reduction strategies at scale. The paper advocates the implementation of consumption-based emissions accounting which reveals underexploited policy interventions and increases the potential to break down barriers that exist between industrialised and emerging economies in international climate policy
