This paper uses ecological tension index method, national economic accounting method and representative index contrast method to analyze development costs between Tibet and inner areas. The findings show that development costs are significantly different between Tibet and inner areas, the difference between economic development costs of Tibet and averaged national level measured by three methods are consistent with each other, but the difference between development costs of Tibet in various industries and averaged national level measured by three methods are significant.
