Thinking of the Strategy for Poverty Alleviation and Development in Rural Yunnan in the Coming Ten Years

  • Song, Y.
  • Summary
Annotation:::: The paper presents a sociological perspective of mountain migration related to ecological protection and poverty alleviation. It discusses ways to effectively implement the Yunnan government’s five great strategies, which focus on integrating rural and urban development, area development, offering aid to each poor household, industrial development, and environmental protection for the next decade. Those strategies will inform corresponding modes of aid-the-poor work aimed at supporting residents in each village, training for work force transfer, alleviating poverty, and promoting eco-migration. This coordination will help to improve operational mechanisms, particularly the mechanism of public participation.Using the method of documental study, the author finds that to improve efficiency of aid-the-poor policies in the next decade, the government needs innovative approaches for its modes of development and aid-the-poor work, particularly with regard to poverty alleviation and eco-migration. In those areas that are unable to solve problems related to basic needs of food and clothing, concerned government departments should respect the willingness of local people and adopt methods of small-sized concentration to relocate migrants. Additionally, in places where it is difficult to protect the eco-environment, government departments should actively explore effective strategies for eco-migration.
