Annotation:::: The paper is a political and sociological analysis of spontaneous migration among border ethnic minorities’ in an urban area. Through on-site investigation in migration districts of Kaiyuan city, Honghe prefecture, Yunnan province, the paper explores ways of dealing with the problems related to this type of spontaneous migration. The author finds that districts inhabited by ethnic minorities have special characteristics and expand rapidly when more ethnic minorities come in. Some problems and disputes have become prominent, particularly in terms of regional inter-group relationships, and the migrants themselves are troubled by marginalization. The author suggests that local government must take effective measures and offer direct public services to these migrant communities in terms of cash guarantee, social control, ideological education, security system, registered residence, livelihood, and development.
