Moving Outside of Mountain Villages, Leading a Stable Life and Becoming Better Off: Over 6,000 People Moved Outside of Remote Mountains and Got Rid of Poverty

Annotation :::: Based on the realities of large areas of poverty and impoverished people living in the remote mountains with marginal living conditions, the CPC party committees and governments at all levels in Yunlong county, Dali Bai Autonomous prefecture, Yunnan province actively explored new measures of migrant relocation. This was aimed at allowing migrants to move outside of remote mountains to lead a more stable life and become better off. By 2011, the county government had successfully relocated 2,081 households and 6,019 impoverished residents from remote mountains to 18 eco-migrant settlements, which alleviated poverty and improved their living standards.The report concludes that the success of migration and resettlement in Yunlong county is due to the government combining migration with construction of agricultural infrastructural facilities, which benefited more poor people and improved fund use efficiency. The government also combined migration with the “grain-for-green” project, which improved the eco-environment of both the places of origin and in the destination, and thus reduced the burden on the land. Additionally, the government constructed small-sized cities and towns so that relocated migrants would be concentrated in a certain settlement and make the settlement develop into a market town. The government adhered to agriculture and land-based principles, and tried to satisfy the needs of migrants in terms of housing, farmland, drinking water, traffic, and schooling.
