Thinking of Migrant Relocation Project Implemented in Southern Shaanxi Province

Annotation :::: The relocation project in southern Shaanix province proves to be a large project for improving people’s livelihood, which can fundamentally solve the problems of living, security, survival, and development of people residing in harsh natural conditions of southern Shaanxi. It is also regarded as an important strategy for accelerating the process of urbanization and the integrated development of urban and rural economy. “An Overall Plan for Relocating the Migrants in Southern Shaanxi” requests that local governments must spend 10 years relocating 600,000 households, or 2.4 million residents, living in remote mountain areas and areas of frequent occurrence of geological disasters from 2011 to 2020. The project is viewed as a significant and historical opportunity for Shangluo city. According to the plan, the city needs to relocate 718,000 people. Through many years of examination and in-depth investigation of the situation in seven counties and districts in Shangluo, the writer suggests that the government must follow the three ideas of “construction of small cities and towns, support of industries, work of avoiding natural disasters, aiding the poor and relocating the masses in urgent need” to implement the relocation and resettlement project. This will help better solve the problems related to ideological understanding, object of relocation, planning of resettlement, standard of constructing houses, form of resettlement, investment of funds, and other mechanisms for promoting the relocation project.
