Annotation :::: According to the report by Li Jiheng, acting governor of Yunnan Province, Yunnan is a frontier, multinational, mountainous and impoverished province. Particularly in rural and mountain areas, there is a large population of impoverished people. In order to effectively bring them out of poverty, Yunnan should launch a new round of its poverty alleviation campaign. Wumeng mountain areas, west Yunnan frontier and mountain areas, Tibetan inhabited areas, and other rocky areas should be taken as the main focus, and extremely poor people regarded as the primary target group. It is necessary to speed up the making and implementation of a plan for poverty alleviation and developing local economy in poverty-stricken areas, with the idea of lifting a million people out of poverty. Additionally, Yunnan should promote the transfer of migrant workers to urban residence. In particular, it should regard the younger generation of migrant workers taking up residence in cities as a breakthrough for deepening the reform of the household registration system, extending the terms of residence in small cities and towns, and establishing sound employment and entrepreneurship support mechanisms. Furthermore, provisions for education, housing, social security, healthcare, and rural land management are essential, and measures to safeguard the rights and interests of migrant workers in cities are needed so as to ensure 1.2 million migrant workers become registered permanent residents in cities. Finally, Yunnan should also steadily promote the work of migration related to hydropower station construction.
