Four Agricultural Resettlement Places Suffered a Failure During the Relocation of over 10,000 People in Huanghua Township of Yunnan

Annotation :::: The introduction of a hydropower station project has quadrupled the GDP of Huanghua township, Yongshan county, Yunnan province, and local infrastructural facilities have greatly improved in the last decade. In 2012, a group of local residents numbering over 11,000 people needed to be relocated due to the construction of Xiluodu hydropower station. Those local residents had four resettlement choices designed by the government: self-reliant resettlement, centralized resettlement for agricultural production, scattered resettlement for agricultural production, and township resettlement. However, local residents mostly chose township resettlement because they wanted to become urban residents. As a result, there were unexpected problems. According the principles of government policy, migrant residents must have better living conditions than in the past. But in reality, they have no land to cultivate, no opportunities for business, and no regular supply of drinking water. Some villages have suffered geographical changes due to earlier construction of hydropower stations. Continual landslide and ground subsidence have occurred on Lijiang-Ninglang road. Villagers have lost their fertile valley fields and have to leave the resettlement places, and either go back to their original homes on the high mountains or go elsewhere for work.
