Annotation :::: The rural surplus work force is as high as 7.5 million in Yunnan province, accounting for about 36% of the total work force in the province. Also, the yearly additional rural work force reaches up to 200,000, which puts pressure on the rural work force for employment. Therefore, the document suggests conducting “order training” for migrant workers in their places of origin so as to improve the ratio of work force exportation. Regulations are needed to safeguard the rights and interests of migrant workers and minimize any causes for concern. The development of labour-intensive industry must be strengthened to enhance the capacity for accepting a large number of the rural surplus work force. Regarding the place of origin, the document recommends promoting the transfer of the rural surplus work force from underdeveloped areas to cities in developed areas. Also, stress should be placed on inter-provincial economic and trade cooperation, and organizing the export of the rural work force from relatively developed and developed areas. Also, it suggests promoting the export of the surplus work force from key counties for national and provincial development-oriented poverty alleviation.
