Approaches to the improvement of water management systems are analyzed, with such systems considered as complicated dynamical complexes that function and develop under conditions of uncertainty. The mathematical models that are used to substantiate the relevant strategic decisions are classified. The types of interaction between models and decision makers are described. Publications on the problem both in Russia and abroad are reviewed.
