The National Poverty Reduction Strategy (NPRS) is the first phase in implementation of the Comprehensive Development Framework of the Kyrgyz Republic to year 2010 (CDF). The CDF strategy was approved on 29 May, 2001 by the National CDF Council with participation of the President of the Kyrgyz Republic, leaders and representatives of all state agencies, various nongovernment organizations (NGOs), political parties and public associations, local communities and media.
The document reflects a ten-year national development vision. The overarching goal of the CDF is to achieve political and social well being, economic prosperity together with freedom, human dignity and equal opportunities for all the people of Kyrgyzstan.
